The Institute is located 84 km from Minsk, the capital of Belarus, in Svetlaya Roshcha settlement near Borisov Town. The population of Borisov is more than 170 000 people. The city has an advanced infrastructure. It is the first most important industrial city in Minsk region.

The history of the Institute began on August 13, 1996. The establishment was called the National Training Centre of military fire staff. On June 7, 2000 the centre was renamed as the State Educational Establishment "The Institute for Retraining and Professional Development" of the Ministry for Emergency Situations of the Republic of Belarus.

In 2002 with the financial assistance from the Swiss Agency for Development and Cooperation in the Republic of Belarus in the Institute was built a new comfortable hostel.

Since 2003 the Institute conducts training and retraining of foreign specialists and experts.

In 2005 in order to improve and develop the existing training facilities in the Institute the old dormitory was reconstructed into the modern educational building which now has specialized modern equipment used for fire and industrial safety.

In 2006 a construction of a sports arena with a 7-storeyed training tower was completed.
